Since joining El Paso Electric in 1988, Richard Turner has served as a Resource Engineer in the Energy Resources and Planning group, Manager of Regulatory Compliance in the Regulatory Affairs area and Project Manager in the Corporate Projects Office. His utility experience of more than 20 years includes corporate planning, strategic planning, project management, research of emerging technologies, regulatory compliance and accounting, energy efficiency programs and resource planning, as well as fuels planning and administration. Turner is a registered Professional Engineer in the State of Texas and a Certified Project Manager through the Project Management Institute. He obtained both a Master of Business Administration and a Master of Science in Economics at the University of Texas in El Paso.
